Our training - delivered in-person in 2018-2020 and online from 2020, following the COVID-19 outbreak - serves two purposes:

HARP-F partners

I. Build the capacity of local organisations : We provide organisational strengthening training to ensure that local organisations are empowered to deliver effective, sustainable humanitarian assistance and have the necessary mechanisms to build a resilient Myanmar. Each CSO designs an organisational development strategy,  identifies where they would require capacity enhancement, and decides on  what type of training is needed. HARP-F’s capacity enhancement training covers topics as broad as human resource management policies, financial management, including fraud, and reporting, monitoring, evaluation and learning.

II.  Build the skills of first responders with specialised humanitarian and emergency preparedness and response training.  HARP-F has provided CSOs and non-profit organisations with Emergency Planning and Response Training to improve their rapid response capacity for emergency situations like pandemics, natural disasters, and armed conflict.  This training is intended for frontline and supporting staff of non humanitarian agencies to prepare for and respond to emergencies in a more efficient and effective way. When they choose to take our specialised training, they acquire technical skills on disaster preparedness and response,  and basic humanitarian response. They also gain an increased capacity to comply with internationally accepted financial and programme management accountability requirements -  on fraud and safeguarding, including protection from sexual abuse and exploitation (PSEA), for example.

1. Essential Emergency preparedness and response (EEPR)

Many trainings that exist in Myanmar focus on disaster risk reduction rather than emergency response more broadly.  The HARP-F EEPR training is the only generalized (non organisation-specific) emergency response course available in Myanmar, and the only one delivered in Myanmar language, by local trainers,  and specific to the Myanmar context. 

This course is designed for local organisations, and focuses on strengthening skills at the individual level. It covers concepts such as humanitarian coordination, protection from sexual exploitation and abuse, safety and security, and do no harm. See the modules here

This course content is not a one-size fits all, but is developed to fit the requirements and needs of the CSO/NGOs, based on their self-assessment, and is highly context-specific. Local CSOs and NGOS have shown a growing interest in this course since it was launched in 2018.

Participants 

As the end of 2021, HARP-F had delivered 23 Essential Emergency Preparedness and Response trainings to 659 persons from various local NGO and CSOs in the southeast, Kachin, Rakhine, Sagaing, Ayeyarwaddy, Naypyidaw, Mandalay, Bago, and Yangon.

2. Essential Emergency preparedness and response Training of Trainers

HARP-F has trained 60 trainers – half of them women – to deliver the EEPR course. In addition to the core courses, the trainers also took part in a module on facilitation concepts and techniques.

3Basic humanitarian assistance training

With humanitarian needs increasing after the military coup in February 2021 and the third wave of the COVID-19 pandemic in the summer of 2021, a group of local organisations asked HARP-F to deliver a new round of training adapted to this context.  The new course, Basic Humanitarian Response Training (BHRT), is a modified version of the EEPR course. It aims to equip small CSOs with a basic knowledge of principles, codes and standards in humanitarian response, and an understanding of the basic concepts of a humanitarian response if disaster strikes in the area where this CSO is working.  

Participants 

HARP-F delivered this training to 65 people, mostly frontline staff and middle management form 16 CSOs, across Myanmar, in September and October 2021.  The training was delivered over three days, though various methods including presentations, facilitated discussions, videos, breakout groups, exercises and tests.
